This Joint Exercise of Powers Agreement (“Agreement”) is made and entered into as of [DAY] of [MONTH], [YEAR] (“Effective Date”), by and among the Casitas Municipal Water District, the City of San Buenaventura, the County of Ventura, the Meiners Oaks Water District, and the Ventura River Water District, sometimes referred to herein individually as a “Member” and collectively as the “Members” for purposes of forming the Upper Ventura River Groundwater Basin Authority (“Authority”) and setting forth the terms pursuant to which the Authority shall operate. Capitalized defined terms used herein shall have the meanings given to them in Article 1 of this Agreement.
