On December 28, 2011, PJM Interconnection, L.L.C. (PJM) filed an executed Interconnection Construction Service Agreement (ICSA) entered into among PJM, South Boston Energy, LLC, and Virginia Electric and Power Company.1 PJM states that the ICSA facilitates the interconnection of the 47.4 MW South Boston Energy Facility located in Halifax County, VA to the PJM transmission system. PJM also explains that the ICSA is being submitted for filing because it supports the South Boston Interim Interconnection Service Agreement and, therefore, this usage does not fully conform to the ICSA as set forth in Attachment P of the PJM Open Access Transmission Tariff.
