This agreement (hereinafter “Agreement”) by and between the City of Pontiac, 47450 Woodward Avenue, a Michigan Municipal Corporation, Pontiac, MI 48342, (hereinafter the “City”), and Research Foundation of the City University of New York (nonprofit fiscal agent for a State Controlled Institution of Higher Learning) on behalf of the National Network for Safe Communities at John Jay College ("Contractor"), located at 230
