(“Agreement”), dated as of August 19, 2005, is made and entered into by and between the Town of Deep River, Connecticut and the Water Pollution Control Authority of the Town of Deep River, Connecticut (collectively, “Deep River”) and the Town of Chester, Connecticut and the Water Pollution Control Authority of the Town of Chester, Connecticut (collectively, “Chester”).
