This agreement is entered into between the U.S. Army Corps of Engineers, Portland District, hereinafter referred to as GOVERNMENT, and Klickitat County Weed Control Board, hereinafter referred to as RECIPIENT. The parties to this agreement act in their independent capacities in their performance of their respective functions under this agreement and neither party is to be considered the officer, agent, or employee of the other.
