‘‘(c) SAVINGS PROVISION.—Except as provided in sub- section (b)(1), any agreement entered into under sec- tion 4118 of title 38, United States Code, before the ef- fective date specified in subsection (a) shall remain in effect in accordance with its terms and shall be treated for all purposes in accordance with such section as in effect on the day before such effective date.
