This settlement and release agreement (“Agreement”) is entered into as of April 23, 2010 (“Effective Date”), by and between Petitioner James Scott Littlehale (“Petitioner”), on the one hand, and Respondent City of Richmond (“City”) and Real Parties in Interest Toll Bros., Inc. (“Toll”), on the other hand. The parties may be referred to in this Agreement individually as “Party” and collectively as the “Parties.”
