Apra Harbor is located within the bounds of the 4,500 acre Navy Main Base on the west‐central coast of Guam. This expansion of the APE is to provide for the underground utility corridor (Figure 2). Additional electrical utility upgrades are proposed as part of the J-006 Apra Harbor Medical/Dental Clinic, to increase its capacity due to the increase in load to service the future clinic. New 34.5 kV electrical transmission lines will be encased in new pre-cast utility vaults and concrete duct banks located
