(Licensor) and the Commonwealth of Pennsylvania, acting by and through the Governor’s Office of Administration (Commonwealth) is effective the date the Agreement has been fully executed by the Licensor and by the Commonwealth and all approvals required by Commonwealth contracting procedures have been obtained.
