THIS LICENSE AGREEMENT (this “Agreement”) is entered into, between the COMMONWEALTH OF PENNSYLVANIA, Department of Health and Pennsylvania Emergency Management Agency, acting through the Department of General Services (the “Commonwealth”) and the Luzerne County Convention Center Authority (the “Owner”), (collectively referred to as the “Parties”).
