WHEREAS, the Association intends to design, survey, engineer, install, maintain, and replace (when necessary) decorative poles for Traffic Control Devices (hereinafter, “Improvements”), located along various City rights-of-way within specified portions of the neighborhood covered by the Association (hereinafter referred to as the neighborhood), City of Richardson, Dallas and Collin County, Texas, said locations being more specifically described in the document attached hereto as Exhibit “A” and made a part hereof (hereinafter called “Licensed Sites”); and
