Further Continuing Appropriations Act and Fur- ther Health Extenders Act—Agreement: A unani- mous-consent-time agreement was reached providing that at 11:30 a.m., on Thursday, November 21, 2019, the Chair lay before the Senate the House message to accompany H.R. 3055, making appro- priations for the Departments of Commerce and Jus- tice, Science, and Related Agencies for the fiscal year ending September 30, 2020; that Senator Paul, or his designee, be recognized to offer a motion to con- cur with further amendment, the text of which is at the desk, and that following two minutes of debate, equally divided, Senator Shelby, or his designee, be recognized to make a motion to table the Paul mo- tion; that following disposition of the Paul motion, the Majority Leader, or his designee, be recognized to make a motion to concur in the House amend- ment to the Senate amendment; and that notwith- standing Rule XXII, if cloture is filed on the motion to concur in the House amendment to the Senate
