WHEREAS the Union has to the council of the Corporation that it is authorized on behalf of certain employees of the Corporation as hereinafter defined to negotiate with the said Corporation in the matter of rates of pay, salaries and working conditions covering the employment of such employees engaged by the Corporation for the carrying out of the various services provided by the said Corporation.
