The American Federation of Government Employees, AFL-CIO, National Veterans Affairs Council (NVAC or Union) and the Department of Veterans Affairs (Agency or VA) (collectively, the Parties) hereby agree to resolve the dispute arising out of the Union’s June 30, 2023, National Grievance NG-06/30/2023 (Grievance), alleging the Agency unilaterally changed the bargaining unit status (BUS) codes for certain Criminal Investigators without giving the Union notice and an opportunity to provide pre-decisional involvement on the BUS code determinations, in violation of various Articles, namely Articles 1, 2, 3, 47 and 49 of the Parties Master Agreement and the Federal Service Labor- Management Relations Statute (Statute), namely, Sections 7116(a)(1), (5).
