The purpose of the Recovery Implementation Program for Endangered Fishes in the Upper Colorado River Basin (Recovery Program) is to recover the humpback chub (Gila cypha), bonytail (G. elegans), Colorado pikeminnow (Ptychocheilus lucius), and razorback sucker (Xyrauchen texanus) while existing and new water development proceeds in the Upper Basin (i.e., Upper Colorado River Basin upstream of Glen Canyon Dam, excluding the San Juan River; Cooperative Agreement, 1988) in compliance with the Endangered Species Act of 1973, as amended (16 U.S.C. 1531 et. seq.), state water and wildlife law, interstate compacts, and authorized purposes of Bureau of Reclamation (Reclamation) projects. Further, the Recovery Program is intended to serve as a reasonable and prudent alternative to avoid the likelihood of jeopardy to the continued existence of the endangered fishes and to avoid the likely destruction or adverse modification of critical habitat in Section 7 consultations on depletion impacts 1 rel

This document was originally finalized on October 15, 1993. Part One received a minor revision on March 8, 2000, to accommodate programmatic biological opinions. Part Two has been revised to accommodate annual updates, designation of critical habitat for the endangered fishes, and development of specific recovery goals for each of the species.
