Based on the Agreement dated 27th December 2017 between the Federal Republic of Germany and the Intergovernmental Authority on Development (IGAD), hereinafter referred to as the recipient, on Financial Cooperation (the “Government Agreement”), the Recipient and the German Development Bank (KfW) entered into a Financing Agreement (the “Agreement”) dated 27th February 2019. The Financial Contribution is exclusively used for the setup of a Regional Migration Fund (“RMF”) and for financing of measures to improve livelihoods and increase social cohesion amongst refugees, migrants and host communities in the IGAD region. Action for the Needy in Ethiopia (ANE) benefiting from this Financial Contribution through a Sub-delegation Agreement signed with IGAD on 29th August 2023, intends to apply a portion of the proceeds of this financing to eligible payments under the contract(s) for which this Request for Proposals is issued.
