WHEREAS it is provided by paragraph (I) of Article III of the Income Tax (Jersey) Law, 1961,(1) as amended, (2) that, if the States by Act declare that arrangements specified in the Act have been made with the Government of any territory outside the Island with a view to affording relief from double taxation in relation to income tax and any tax of a similar character imposed by the laws of that territory, and that it is expedient that those arrangements should have effect, the arrangements shall have effect in relation to income tax notwithstanding anything in any enactment :
