RC West was formed in 2019, and one of the services offered in Section 19 of the CAISO tariff is to provide a risk assessment verification as required by the North American Electric Reliability Council (“NERC”) Critical Infrastructure Protection (“CIP”) Standard 014 (“CIP-014”) for a transmission operator’s risk assessment of their transmission stations and substations. To implement this service, the CAISO has developed a pro forma CIP-014 Risk Assessment Verification Agreement (“CIP-014 Agreement”) which it intends to file with FERC for approval.
