We refer to the Financing Agreement (“Agreement”) between the International Development Association (“Association”) and International Center for Tropical Agriculture (“Recipient”), countersigned on February 4, 2021, for the above-referenced Project. We also refer to your letter dated November 24, 2021, requesting changes to the Agreement. Please note that the capitalized terms not defined in this letter “Amendment Letter” have the meaning ascribed to them in the Agreement.
