THIS AGREEMENT is made and entered into by and between THE STATE OF OREGON, acting by and through its Department of Transportation, hereinafter referred to as "State"; Metro, a municipal corporation and political subdivision of the state of Oregon, acting by and through its elected officials, in its capacity as the Portland Urbanized Area Metropolitan Planning Organization, , hereinafter referred to as "Metro"; MULTNOMAH COUNTY DRAINAGE DISTRICT, acting by and through its elected officials, hereinafter referred to as “District”; MULTNOMAH COUNTY, acting by and through its elected officials, hereinafter referred to as “County”; and the CITY OF GRESHAM, acting by and through its elected officials, hereinafter referred to as “City”; and collectively referred to as the “Parties.”
