The General Agreement on Trade in Services (GATS) was negotiated during the Uruguay Round (1986 - 1994) of trade negotiations and entered into force for all WTO Members in the beginning of 1995, when the World Trade Or- ganisation replaced the GATT Secretariat. The need for some kind of multilateral rules for trade in services was generally recognised in the 1980s when growth of the service sector accelerated.
