HOMEONWERS’ ASSOCIATION, INC., a Delaware corporation (“Grantor”), and BOARD OF PUBLIC WORKS OF THE CITY OF LEWES, a chartered utilities board (“BPW”) (Grantor and BPW are hereinafter referred to jointly as the “Parties”).
