The City has had an Intergovernmental Support Agreement (IGSA) since 1968 to accept wastewater from the Rock Island Arsenal (RIA) at the Mill Street treatment plant. In March 2019, the Public Works Department collaborated with the City of Moline on an IGSA for services affiliated with solid waste collection. The result has been cost effective solid waste collection and an enhanced relationship with the RIA. Since being directed to do so by the Council in March, the Public Works Department staff has been working with the RIA to develop an IGSA agreement to provide three (3) additional services to build on the intergovernmental relationship between the City and the RIA. The three (3) services are for Electrical Maintenance, Sanitary Sewage Lift Station Operation, and Water Treatment and Distribution Operation. Under this agreement, the City is the contract holder for maintenance and operation of the services covered by the agreement. The Federal Government would still be responsible for
