("ASF"), has appealed the decision of a contracting officer denying its claim for damages for breach of an alleged oral contract between plaintiff and the Central Intelligence Agency. This matter is before the court on the government's alternative motions to dismiss or for summary judgment. For the reasons discussed below, the government's motion for summary judgment is granted.
