This Candidate Conservation Agreement with Assurances (CCAA or Agreement), effective and binding on the date of the last signature below, is between the New Mexico Commissioner of Public Lands (Commissioner) and the U.S. Fish and Wildlife Service (Service) (referred to herein as “Party” or “Parties”). This CCAA is an umbrella agreement under which lessees or grantees of state trust lands1 (collectively herein referred to as “Lessees,” “Participants,” or “Participating Lessees”) can participate in and receive the benefits of the CCAA by signing a Certificate of Inclusion, subject to approval by the Commissioner and concurrence by the Service.
