WHEREAS clause 48(1)(c) of The Saskatchewan Medical Care Insurance Act (the "Act") empowers the Lieutenant Governor in Council to make regulations prescribing the rates of payments to be made under the Act in respect of insured services provided to beneficiaries by chiropractors and the method of assessing accounts submitted by chiropractors;
