by and among Avista Corporation (“Avista”); the Bonneville Power Administration (“BPA”); Public Utility District No. 1 of Chelan County, Washington (“Chelan County PUD”); Public Utility District No. 2 of Grant County, Washington (“Grant County PUD”); Puget Sound Energy, Inc. (“Puget”); the City of Seattle, a municipal corporation of the State of Washington, acting by and through its City Light Department (“Seattle City Light”); the City of Tacoma, Department of Public Utilities, Light Division (dba Tacoma Power) (“Tacoma Power”); and ColumbiaGrid, a Washington state nonprofit corporation.
