WHEREAS, a Memorandum of Agreement (MOA) was executed and signed between the LGU of Mina, Province of Iloilo represented by Hon. Rey P. Grabato, Municipal Mayor and the Information and Communication Technology Office (ICTO) represented by Louis Napoleon C. Casambre for the implementation of Tech4ED project in this Municipality;
