The Workforce Investment Act (WIA), (Public Law 105‐220), hereinafter, referred to as “the Act” Public Law 105‐220, authorizes the expenditure of federal funds for job training programs in locally determined workforce delivery areas (WDAs). This agreement is made this day of December 2012 by and between the Local Elected Officials (LEOs) Southwest Wisconsin Counties Consortium, hereafter referred to as SWCC, and of the Southwest Wisconsin Workforce Development Board, hereafter referred to as (SWWDB), hereinafter referred to as the “parties”to ensure the proper planning and oversight of workforce development services and training that complies with the Act and applicable regulations. (The ACT refers to the governing board as the Workforce Development Board (WDB).
