Staff seeks the approval of an Agreement for Professional Services with Raftelis Financial Consultants, Inc., of Charlotte, North Carolina, to complete a Comprehensive Rate Study for water, wastewater, solid waste, and stormwater management services. These professional services include a detailed review and evaluation of the existing operations and administrative procedures for each service, evaluations of both current and projected future operational expenses incurred for each service, and the evaluation of multiple scenarios for the completion of future Capital Improvement Plan (CIP) expenditures required to maintain the viability of each service to meet or exceed acceptable industry standards as well as the expectations of the citizens of Bristol. Based upon these evaluations, the Consultant shall provide for Council review and action recommendations for future customer service rates and implementation options that meet or exceed future needs of the City.
