In the first years of its independence the Republic of Azerbaijan faced with many problems such as a war situation, occupation of 20 % of the Azerbaijani territories by the Armenian armed forces, a large number of refugees and displaced people appeared in the country as a result of a war, a necessity for improving the life situation of these refugees and displaced people and etc. However, despite of all these problems the Republic of Azerbaijan chose the way of democracy and development in all areas and started to implement activities in this field. Already in the middle of the 1990s tendencies towards creation of a civil society in Azerbaijan, working together of governmental and non-governmental organizations in the field of human rights have increased. An increase of such kind of tendencies has led in the end to an establishment of a strong, diversified civil society in the Republic
