WHEREAS, Hamilton County, Indiana, (“the County”) operates a public safety answering point (“PSAP”) at the Hamilton County Communication Center (“County Communications Center”), for the purposes of receiving E-911 calls, receiving requests for public safety services and dispatching emergency services (collectively hereinafter referred to as “E-911 Services”) for all police and fire agencies in Hamilton County; and
