such payments for reclamation or long term surveillance (i.e., continued site observation, monitoring and, where necessary, maintenance), the payments must, after November 8, 1981, be suffi- cient to ensure compliance with those standards established by the Commis- sion pertaining to bonds, sureties, and financial arrangements to ensure ade- quate reclamation and long term man- agement of such byproduct material and its disposal site.
