For the past year or so City staff have been taking part in a discussion about the establishment of an Illinois Quad Cities Regional Landbank. The discussion began after the City or Moline completed a feasibility study funded by a grant from the Illinois Housing Development Authority (IHDA). The State is advocating for the establishment of regional landbanks throughout Illinois to help address blight and abandoned properties. While multiple other communities in our region were engaged at different points, staff from the three cities of Rock Island, Moline, and East Moline have agreed to proceed together.
