On September 5, 2014, Southwest Power Pool, Inc. (SPP) submitted a compliance filing in response to directives in an August 6, 2014 Commission letter order.1 SPP proposed modifications to: (1) an unexecuted Network Integration Transmission Service Agreement between SPP as transmission provider and American Electric Power Service Corporation (AEP), as agent for Public Service Company of Oklahoma and Southwestern Electric Power Company, as network customer; and (2) an unexecuted Network Operating Agreement among SPP as transmission provider, AEP as network customer, and AEP and Western Farmers Electric Cooperative as host transmission owners (together, the Agreement).2 On September 16, 2014, SPP re-submitted the transmittal letter to its compliance filing to request that the Commission accept the Agreement subject to the outcome of the ongoing hearing and settlement judge procedures in Docket No. ER14-67-000.3 Pursuant to authority delegated to the Director, Division of Electric Power Re
