This LOA is made in reference to the occurrence of April 17, 2013, on the Cain Ranch 12-kV line where the circuit relayed and locked out at the Lee Vining Substation. Based on a preliminary investigation, it has been determined that the lockout may have been caused by the installation of a new 1,000-kVA transformer for Granite Construction, an LADWP customer being served under the Fringe Agreement and connected on the Cain Ranch 12-kV line, which, when installed and energized, caused the automatic recloser on the 2.4-kV source side of the 2.4-kV to 12-kV, 500-kVA pole-top transformer bank to trip on phase overcurrent.
