This agreement is accompanied by ORR Field Guidance 23 and applies to volunteers working directly with standard programs, emergency or influx facilities (EIFs), restrictive placement, and Out-of-Network placements. The requirements for volunteers are the same regardless of whether they are in-person or virtual. This volunteer agreement does not apply to Federal employees working in their official capacity or on a detail assignment, and Federal employees should not sign this agreement while working in their professional role. However, Federal employees volunteering in their personal capacity and outside of their duty hours may be required to sign this agreement.
