This AGREEMENT is entered into pursuant to Chapter 71 of the General Laws of Massachusetts (hereinafter referred to as “MGL”), as amended, by the Towns of Blandford, Chester, Huntington, Middlefield, Montgomery, and Russell (hereinafter referred to as “member towns”).
