, 2020 by and between the CITY OF GRAND JUNCTION, a home rule municipal corporation of the State of Colorado (“City” or the “City”) and the LOWELL VILLAGE METROPOLITAN DISTRICT, a quasi- municipal corporation and political subdivision of the State of Colorado (“District” or the “District”). The City and the District are sometimes individually referred to as a “Party” and collectively as the “Parties.”
