The United States Fish and Wildlife Service (Service) is proposing to enter into an amended cooperative agreement (Proposed Agreement or the Proposed Action) with the Florida Fish and Wildlife Conservation Commission (Commission), an agency of the State of Florida, in accordance with Section 6 [16 U.S.C. § 1535] of the Endangered Species Act of 1973, as amended (Act) [16 U.S.C. § 1531 et seq.] (see Attachment 1). This Draft Environmental Assessment (EA) is prepared to satisfy the Service’s obligations under the National Environmental Policy Act of 1969 (NEPA) [42 U.S.C. §§ 4321-4347]. It is intended to function programmatically such that NEPA compliance documents on future actions authorized under the Proposed Agreement, specifically the adoption of permitting guidelines (Guidelines) for covered species as discussed below, will tier from this EA.
