WHEREAS, the Municipality is a member of MRES, has an allocation of firm electric power and energy from the Western Area Power Administration (“WAPA”) and purchases all of its supplemental power and energy requirements required to meet the needs of its customers from MRES pursuant to a Power Sale Agreement (S-1) (“S-1 Agreement”), which was originally dated as of October 1, 1977 and has been amended and restated as of January 1, 1993; and as of January 1, 2007; and,
