WHEREAS the CFIA is responsible for the administration and enforcement of the Plant Protection Act (Canada), 1990, c.22 and is the lead authority for the protection of plant life and the agricultural and forestry sectors of the Canadian economy through the prevention, control and eradication of quarantine plant pests for Canada;
