This local Best Interest Determination (BID) and transportation procedures plan (Plan) was collaboratively designed between the Big Spring School District (District) and the Cumberland County Children and Youth Agency (CCYA), as a result of ongoing meetings among and between the District and CCYA, as well as school districts and Children and Youth Agencies in surrounding counties. In re-issuing and reauthorizing this Plan, the District and CCYA (collectively referred to as the “Parties”) considered previous scenarios, experiences, and lessons learned to best limit educational disruption for foster care youth as transportation-related events occur. This Plan is designed to govern how transportation will be provided to students in foster care, in order to maintain their placement in their schools of origin, when in their best interest, as mandated by the Elementary and Secondary Education Act (ESEA), most recently reauthorized as the Every Student Succeeds Act (ESSA) Section 112(c)(5)(B)
