Applicant (Operator) whose application is approved by the Department agrees to the following terms and conditions to be eligible to participate in the 2017/2018 Winter Cover Crop Program to reduce the leaching of excess crop nutrients into ground water during the fall and winter months and to immobilize unused nitrogen from the root zone to reduce erosion.
