In July 2008, the City of Durham entered into a contract with Otto Container Management, LLC to rent, maintain, repair and deliver carts to households served by the Solid Waste Management Department in the collection of household municipal solid waste. In July 2009, the service was expanded to include recycling services to the community. In July 2010, the then current contract was amended to increase the number of carts serviced under the contract and to increase the annual monetary appropriations for this service. Substantial growth in the City of Durham, and the need to replace or repair the aging inventory of carts already in service, has continued to require additional carts. Due to the significant increase in the demand of the collection services, the Administration has determined that it is more cost effective for the City of Durham to purchase carts rather than remain in the cart rental program. Estimated savings of just over $2.4 million are anticipated over the next 10 years b
