WHEREAS, the Pipeline and Hazardous Materials Safety Administration (PHMSA), initiated the above-captioned proceeding against Williams Gas Pipeline Company, LLC (Williams or Respondent), for enforcement of the Pipeline Safety regulations, 49 C.F.R. Part 192, specifically including requirements for preventing excavation-related damage to natural gas pipeline facilities; and
