(JEPA) is made and entered into as of this 1st day of July 2021 by and among the COUNTY OF NAPA, a political subdivision of the State of California, hereinafter referred to as "Napa County'', the COUNTY OF YOLO, a political subdivision of the State of California, hereinafter referred to as "Yolo County", the COUNTY OF SOLANO, a political subdivision of the State of California, hereinafter referred to as "Solano County", the COUNTY OF MARIN, a political subdivision of the State of California, hereinafter referred to as "Marin County" and COUNTY OF MENDOCINO, a political subdivision of the State of California, hereinafter referred to as “Mendocino County”. All five named counties are hereinafter referred collectively as "the Parties";
