Parties This Framework Financing Agreement (FFA) dated 20 July 2018 between India, acting by its President (“INDIA”), and the Asian Development Bank (ADB). MFF Investment Program India is committed to and will cause Tamil Nadu (the “state”) to implement the Tamil Nadu Urban Flagship Investment Program (“Investment Program”), an integral part of the Tamil Nadu Vision 2023 and State Annual Action Plan (2017-2020) (“Road Map”). Both the Road Map and the Investment Program are described in Schedule 1 hereto. The total cost of the investment program over the period of 2018 to 2026 is expected to be $1.268 billion equivalent.
