and between the Police Department of Baltimore City, an agency and instrumentality of the State of Maryland (“BPD”), the Baltimore City Board of School Commissioners, a body corporate and politic of the State of Maryland (the “Board”), for the Baltimore City Public School System (the “City Schools”) and the Baltimore City School Police Force (the “BSP”). The BPD, the Board, and BSP are each referred to as a “Party” and collectively as the “Parties”.
