The scope of this Agreement shall apply to all employees of the Public Works Department, Parks Recreation Department, Public Cemeteries, Water Filtration Plants, Animal Control Officers and Maintenance Persons of the Department of Building and Maintenance, all of the City of save and except the Works Superintendent, Foremen, persons above the rank of Foreman, office staff employees, and those employees working in recreational programs who do not perform work normally done by bargaining unit employees.
